A program workstation is an instrument, not a service. One operator opens it cold, sketches a program, reads what the schedule is actually carrying, and walks into the briefing with the picture. It is a single HTML file you own: it runs offline, it never phones home, there is no telemetry, no account to keep alive, and no seat to count. Save prints a new file with everything in it. Carry it, copy it, open it in a vault.
